Event Sponsorship Fund

Winter 2024 Round

The Devonport City Council has committed $50,000 to the Devonport Event Sponsorship Fund – Winter 2024 Round as a priority in implementing the recently adopted Devonport Events Strategy 2024-2030.  The Fund seeks to attract new and emerging events with unique content and profiling opportunities that maximise opportunities for our local community and businesses.  

Sponsorship is available for events held in Devonport by 30 September 2024. 

Submissions close 9am Monday 3 June 2024. 

Submissions will be assessed in order of receipt and will continue until the program closes (3 June 2024) or until the funding allocated to this round is exhausted. 

Applicants are strongly encouraged to read the following prior to applying: 

Eligible events 

For this target round events must be: 

  • New to Devonport or substantially different from your previous event  
  • Held partially or fully on Devonport City Council owned property 
  • Delivered in the off-peak and shoulder season of Winter 2024, that is the event must be held by 30 September 2024 
  • Be at the community or regional scale: 
  • Community events – Primarily engages attendees from Devonport and immediate surrounds, attracting up to 1,000 attendees 
  • Regional events – Attract up to 3,000 attendees with a regional northwest or statewide reach 

 

Ineligible events and costs 

  • Events on private land/venues 
  • Business events and conferences unless associated event is open to the wider community 
  • Political or religious activities 
  • Events run solely for fundraising purposes 
  • Events where attendance is limited to individual organisations or their members 
  • Ongoing operational or recurrent costs unrelated to the event  
  • Retrospective costs 
  • Prize money, prizes or trophies  
  • Development of privately-owned facilities 
  • Payment of debt 
  • Items included in another Council grant application (Community Donations, Individual Development Grants, Community Rates Remissions, Or In Kind Assistance Grants. Note: paranaple convention centre and Town Hall Theatre and Market Pavilion offer Community Rate in lieu of In-Kind Assistance) 

Any not for profit or commercial entity that: 

  • is a legal entity, such as an incorporated association and 
  • has an active Australian Business Number (ABN), Australian Company Number (ACN) or Incorporation Number 

Other entities may be eligible for an event that is auspiced by such organisations. Local, state or federal government agencies are ineligible to apply. 

Entities must also have: 

  • appropriate public liability insurance 
  • no debt to Council or have entered into scheduled payment arrangements with Council which are being met 
  • satisfied reporting requirements for previous Council funding 

 

While there are no minimum co-funding requirements, applications will be assessed on the event’s financial viability and how the event offers value for relevant money, taking consideration of: 

  • Council’s contribution and other funding sources as a percentage of the total event budget; 
  • the scale of the event; and 
  • the generation of economic and social benefits in line with community and Event Strategy priorities. 

Only eligible applications will proceed to the assessment stage. 

 

Applications will be assessed against the assessment criteria (Table 1) using a 10-point scoring scale (see table 2), and be considered on:  

  • how well the application meets the criteria  
  • how it compares to other applications, and  
  • whether the application provides value with relevant money in proportion to the sponsorship amount requested and scale of the event 

 

The amount of detail you provide in your response against each criterion should be commensurate to the event scale, complexity and sponsorship amount requested.

We will rate your application against each assessment criteria as follows

A score out of 10 will be applied to each of the five assessment criterion by the Assessment Panel. A total of 50 is the highest score any application can receive. Only applications that score Average or above against each of the assessment criteria (based on the rating scale in Table 2) will be shortlisted for consideration by the Assessment Panel who will make their final recommendations.  Sponsorship arrangements above the value of $15,000 are to be reported to Council for determination.  Sponsorship arrangements for $15,000 or less may be determined by the General Manager under delegated authority (in accordance with Council’s Sponsorship Policy). 

Successful applicants are required to acknowledge Council’s sponsorship. 

This may include (but not limited to) any of the following: 

  • Acknowledgement of Council in social media and other media mediums 
  • Opportunities for Council to participate in any public relations activities, launches, or activities associated with the event 
  • Inclusion of the Council’s logo in signage or other promotional material  

Details will be outlined in the Council Event Sponsorship Agreement. 

Successful applicants will enter into a Council Event Sponsorship Agreement. This includes a detailed final report to be submitted within three months of event completion. 

The final report must include all necessary data to satisfy the Council’s event assessment processes and a full summary report on the delivery and outcomes related to the event. 

The Event Sponsorship Agreement may outline the amount of Council funding (if any) to be withheld until a full acquittal document is received.  

The Agreement also retains the right to reduce or cancel final milestone payments should the event fail to reach the agreed targets (attendance or other) for the event. 

Key dates

Applications close 9am Monday 3 June 2024. 

Applications will be notified of the outcome by 28 June 2024. 

Event must be completed by 30 September 2024 and final report submitted within 3 months by 31 December 2024.
