Mayor’s Message – 7 April 2020

As a community we are in the midst of very uncertain times – the most uncertain that most of us can remember.

COVID-19 is certainly taking a toll on our lives, and the way live.

Local businesses are being forced to close, or at least scale back their operations, and many within our community have lost their jobs.

What used to be our simple pleasures – such as taking the kids for a play at a local park, watching our favourite sporting team or having a laugh over a coffee with a few friends – are no longer possible.

The Devonport City Council has already taken some steps to assist the community and a COVID-19 Response Committee has been established to look at the best ways to assist.

Almost two weeks ago we announced that parking would be free in all Council car parks and street meters, subject to people obeying the time restrictions and not parking illegally in areas such as loading zones and parking spaces for people with disabilities.

Last week Council waived penalty charges for the late payment of its April rates instalment and decided to waive future parking permit fees for at least the next month.

We know we will have to do more to support all those in our community, and we will.

Council provides many essential services to the community – from rubbish and recycling collections, through to cleaning our streets and gutters, and fixing our roads and footpaths – and all these services come at a cost.

Our frontline staff are continuing to work through the challenges of this pandemic to continue to provide the high-quality community services the people of Devonport expect from us.

If any resident is experiencing financial hardship as a result of the COVID-19 pandemic, I would urge them to reach out to Council to discuss the various payment options available to assist them.

We will continue to monitor the latest health advice and any changes to its operations would be shared with the community across its website and social media platforms such as Facebook and Twitter.

Last week was a particularly challenging one for the community, with the first death from COVID-19 being reported.

While this will have caused extra anxiety, and our sympathy is extended to the family, as a community we must continue to follow the State Government’s guidelines to stop the spread.

We should all stay at home unless we need to be away from home for the exceptions outlined by the Government which include shopping for supplies, exercising, attending work or school or providing social support or care to another person.

By following the guidelines you are not only keeping yourself safe but helping to keep or community safe.

Remember, we are all in this together.

So, let’s all stay safe and be kind to one another.

Together our community, the State and the country will get through this.

CR ANNETTE ROCKLIFF
MAYOR

Penalty charges for late payment of April rates instalment to be waived

The Devonport City Council’s COVID-19 Response Committee yesterday resolved to implement a range of immediate relief measures to assist individuals, businesses and community groups.

These measures include:

  • Late payment of April 30 rates instalment to incur no penalties if paid by June 30
  • Expand suspension of Council car parks and street meter fees to include parking permit holders
  • Waive ground fees to sporting clubs until further notice
  • Council to pay suppliers within 14 days to improve business cash flow

Committee chairperson Cr Leon Perry said Council understood the downturn resulting from the COVID-19 pandemic was putting a strain on the household budgets of many in its community.

“We, along with significant Federal and State Government stimuli, are working methodically to alleviate hardship,” he said.

“Council provides many essential services to the community – from rubbish and recycling collections, through to cleaning our streets and gutters, and fixing our roads and footpaths – and all these services come at a cost.

“Our frontline staff are continuing to work through the challenges of this pandemic” Cr Perry added.

The Mayor, Annette Rockliff, urged any resident experiencing financial hardship as a result of the COVID-19 pandemic, to reach out to Council to discuss the various payment options available to assist them.

“Council, through the Local Government Association of Tasmania, is working on a Statewide Hardship Policy, however in the short-term ratepayers have the option of entering into longer-term payment plans,” she said.

Cr Rockliff said Council was continuing to monitor the latest health advice and any changes to its operations would be shared with the community across its website and social media platforms such as Facebook and Twitter.

Mayor’s Message – 27 March 2020

The Devonport City Council is closely monitoring the evolving situation regarding COVID-19 and it is fair to say that the situation is changing daily, if not several times a day.
It has already had an impact on our operations with Council announcing last week that, given advice from health authorities, some facilities were to be closed, Council meetings had been suspended and staff work arrangements had ben varied to ensure the continuity of essential services.

Since Wednesday Council’s Customer Service operations and meeting rooms in the paranaple centre and at the Works Depot, the Bass Strait Maritime Centre, the Devonport Regional Gallery, Visitor Information Centre, Providore Place food pavilion and paranaple convention centre have been closed until further notice.

Council officers are not holding any non-essential face-to-face meetings with the public. Remote meetings can be organised by telephoning 6424 0511 or by emailing council@devonport.tas.gov.au

Recreation centres and sporting clubrooms are closed and café outlets in Providore Place and the paranaple centre have been only offering takeaway services, in-line with an announcement by health authorities earlier this wek.

Council meetings, workshops and committee meetings have also been cancelled until further notice.

The Splash Aquatic Centre has also closed.

The Spreyton Waste Transfer Station is continuing to operate in accord with its normal trading hours. Paywave is the preferred payment method but cash will be accepted if the correct amount is offered. Receipts will not be issued, unless requested.

Council has sought to operate within the restrictions imposed by health officials during this time and acknowledges that it can no longer be business as usual if we are to be proactive in reducing the risk to both our community and our staff.

As a further precautionary measure, office staff are currently working from home on a rotational basis in preparation for if, or when, this becomes essential. Outdoor staff are being grouped into smaller teams with different start and finish locations to minimise risk to them and to service delivery.

Given the nature of the pandemic we do not know how long these closures will last nor if any other services will be affected in the future.

Council remains committed to serving the community as best it can, considering the restrictions placed on it.

We will continue to keep the community informed of any further changes as they become necessary and would encourage the community to keep an eye on our website and social media for further updates.

I would also encourage the community to remain vigilant in following the health guidelines – particularly as they relate to regular handwashing and maintain safe distances – as they are updated.

On Monday night Council formed a COVID-19 Response Committee consisting of three Councillors and relevant senior staff to develop and implement strategies to provide assistance, support and relief for the inevitable hardship many in the community will experience during the crisis.

Council has already suspended parking fees within its Car Parks and street meters.

However, Council is relying on community members to be responsible and to not see this as an opportunity to park for free all day outside their business or place of employment.
Retailers require parking to be available for genuine customers, and there are certainly less of those at the moment.

It would be a shame if people seeking to do business were stopped because they could not find parking nearby as a result of someone occupying a space unnecessarily.

Time restrictions and zones – such as spaces for people with disabilities, loading zones and no parking areas – still apply and Council staff will be monitoring these regularly.

On its website, at https://www.devonport.tas.gov.au/covid-19-update-supporting-local-services/, Council is providing a list of current businesses that are currently operating to help the community support local businesses.

This list is being kept as current as possible, but it must be understood that there will be gaps, at times.

For the latest information on the virus visit www.coronavirus.tas.gov.au as this website remains the single source of truth for information relating to the Tasmanian response to COVID-19.
