Planning is the name given to the regulations that guide the use and development of land. Planning is the first step in the development process. Building, plumbing and other permits cannot be progressed without planning approvals. Most property development is assessed under the Planning Scheme however some works of a minor nature are exempt from assessment. 

Tasmanian Planning Scheme

Through amendments to the Land Use Planning and Approvals Act 1993 (LUPAA), the Tasmanian State Government has legislated for the introduction of a single Statewide planning scheme known as the Tasmanian Planning Scheme.

The Tasmanian Planning Scheme came into effect for the Devonport local government area on 18 November 2020 and replaced the former Devonport Interim Planning Scheme 2013.

The Tasmanian Planning Scheme consists of:

  • a set of standardised Statewide planning rules called the State Planning Provisions (SPPs) – (administrative provisions, provisions for zones, codes, etc.); and
  • a Local Provisions Schedule which contain the zone, code and overlay maps that apply the State Planning Provisions to each local council area.
